Does the census determine voting district boundaries' or does the party in power mostly determine those?But citizens and N-O-N-citizens are ALL counted every 10 years for the US Census.
And the US Census is what determines the number of Congressional Districts to be established for the coming decade.
And, if Democrats control the geographic area comprising a District then they hold that much more power in the House.
Example:
For several decades Republican rank-and-file never quite "got it" nor understood this insidious partisan gambit.
- An Illegals-heavy geographic-census area has 750,000 souls
- Of those, 150,000 are Illegals
- Only 100,000 of the 750,00 total actually vote
- It's an area Republicans have largely abandoned and only Democrats remain in any numbers
- By counting those 150,000 Illegals the Dems obtained an extra Congressional seat rather than merging with another area

The head-counts in 2030 are going to be quite different than they were in 2020.

It is up to the County Registrar to verify if a person registering is legal or not before they are added to voter rollsAnd how would anyone know that if they are legally registered, they walk into the polling station, their name is on the rolls? What stops that person from voting?

Many people who reside here are legal but not citizens
Most of these cases turn out to be someone given a voter registration form and mistakenly believing they can vote. It is extremely rare and the fault of lazy county registrars

...And that is not the case, especially if they are being offered money to do so.
Yeah, that's the ticket...Democrats can only win in states with no ID laws.
