so they don't count the homeless that are citizens, but do count non citizens?

even tourists? who are "persons"!...the constitution doesn't need to be changed, just the white liberal translation of it, which if it doesn't come out of the TV will be much harder to do than the current process.
 
They fit perfectly into your definition of what the constitution says, it says "person", does it make any distinction between tourists and "person"? citizen does.

^that "intent^" of the framers is just one interpretation; all one need do now is reinterpret it...it is also proof the framers did not include residence [as white liberals view it] in their draft of the constitution, in fact it concludes that they saw no difference between "tourist" and "non resident...personally I would not only count them but would grant them amnesty as well, and would love to trade all our white liberals for all of them.

you intentionally didn't mention 'both legally and illegally'
perhaps they did so, so that the government can round up the "rather than just citizens" types, it would/does make deporting them easier.

Are you trying not to say "the most diverse court in our history"...btw you suggested changing the constitution on this matter...as for trump, you brought him on yourself, but you can still yell racist and fix everything.
