The program doesn't affect her citizenship status (she still isn't an American) but just as a tourist from Italy or a programmer from India with a work visa aren't citizens they can be in the country legally.

It is a federal program, states may choose to not tailor state legislation to the program but whether you are in the USA illegally is a federal issue not a state one. If she was accepted into the program then she is not currently illegal, since she is allowed to legally live and work in the US.

I read on article that said the teens may get deported over this. Way to go! Deport them so they can sneak back in. They need a stint in an American prison first, IMO.
