I do not think it has anything to do with bleeding hearts. It seems to be a simple accounting decision, the cost to prosecute someone for not paying the fair far outweighs what is lost in the fare.

That’s how I was motivated to move to Arizona. I was visiting friends and they insisted showing us what we could buy here. Two months later we bought a house and moved. Cheaper prices, lower taxes, less crowded and far less crime than California. Things had gotten bad so slowly in the Golden State that I never noticed until I had my nose rubbed in the difference.All well and good for you, but some of us stay here due to family and friends.
