I do not think it has anything to do with bleeding hearts. It seems to be a simple accounting decision, the cost to prosecute someone for not paying the fair far outweighs what is lost in the fare.
 
You do not do things just because they are the right thing to do?

People will stop doing the right thing if they see others getting away with it, and they see no negative consequences as a whole, or convince themselves of no negative consequences.

That ignores the other lost fares when people realize there is no real consequence to not paying. After all, they aren't stealing from others, just a giant government authority.

Why pay the fare if there is no consequence for not doing it? Do you think the MTA is popping champagne corks over this.

If I were a regular subway rider, I would just stop paying. Why let others get away with it? This is called the "chump" effect, and it is prevalent when low level crimes aren't prosecuted.
If enough people did this, the gubmint would simply cancel the rail service altogether.

So, mass transit subway users are effectively being told to subsidize the cost of running the system for all the freeloaders. Think of it as an Alvin Bragg redistribution of wealth plan. Socialism via law non-enforcement.

When you see people getting away with shit because of what they are instead of what they are doing, it lowers the overall respect for the law.

And for the more hardcore criminals, it's an open season sign.

More than likely true but also more than likely a very bad idea.

If the fare system is not working the correct answer is not to stop perusing those that defeat it but rather change the fare system altogether. A law or rule you chose not to enforce should not exist as not enforcing laws has larger consequences beyond the specific law itself.

They’ve already ruined it, you have just acclimated and until something bad happens to you personally, you won’t notice how bad it is in relation to other places. That’s how I was motivated to move to Arizona. I was visiting friends and they insisted showing us what we could buy here. Two months later we bought a house and moved. Cheaper prices, lower taxes, less crowded and far less crime than California. Things had gotten bad so slowly in the Golden State that I never noticed until I had my nose rubbed in the difference.

Was mugged twice in the 90's, never since then. Until Bloomberg left the cops were given the tools they needed to keep crime down. Now hopefully Adams goes back to the Guiliani/Bloomberg model.
