I told you and the board this, weeks ago, in a post where I pointed out, the big beautiful bill had given them 7.5 Times their previous funding level. Why did you think they we still able to operate when other parts of DHS like TSA were shut down? I said then, they would and could simply live within their funds.
Here is my unresearched unproven speculation. I suspect the fund was set up with not only the increased activity and operation expense of the mass deportation mission, possible shutdown in mind. In normal government spending, the accounts are filled up, but must be spent within the fiscal year, such as military. Money unspent, in accounts supposedly reverting back, returning to the general funds coffers. This is why you always see a lot of last minute spending spending in Sept and Oct, as it must be spent, under the use it or lose it theory. If not spent, you obviously did not need it, and it makes your department ripe for trimming the fat, next year. There is no buildup or carry over, leading to a lot of actually useless, frivolous spending. But, not the case on the ICE funding, this time around. They obviously got to keep it, like a departmental slush fund. In a pinch, unless disbanded, they should be good for the duration of Trump's term in office, whether they get another dime, and still spending at a higher rate, than they had ever been allowed, before.
