What is meant by "sex offenders"? Are you referring to people who are required to register as sex offenders, people who are accused of sexual offenses but have not yet been convicted, or people who are in the country illegally and are alleged to have convicted sexual offenses?

To me, a sex offender is someone whom has been adjudicated as such by the courts and may or may not be required to register as such.

By the way, I read the other day that the sweetheart deal given to Jeffrey Epstein by the state of Florida involved a sleight of hand in which a 17 year old victim was substituted to the actual 14 year old victim and because of this Epstein was not required to register as a sex offender. <--This is very telling.
