In Germany they vote twice on the same day.

Once with FPTP and once with PR.

In 2017 the CDU/CSU (equivalent of the Republicans) gained 37.27% of the votes with FPTP. They took 77% of the seats.

With PR they got just under 33% of the votes. A drop of more than 4% and gained 34.7% of the seats.

Is that the electorate or the system?

Being dumb isn't necessarily a problem. It's not a problem in Germany where they have 6 different parties. There's proper oversight with those different parties. The US doesn't have that because there are only two viable parties because of the FPTP system.

We are asking a lot. We used to think it was a bare minimum (because we assumed it was the nature of Democracy) but by today's standards - in order to get those things- it requires a total shake-down. We have to pick politicians up by the heels and see what falls out of their pockets.
