This is a true as can be fact:
Florida has the best Black Americans because they accepted runaway slaves and treated them right. They were eligible for employment, owning property, all that. If slavehunters come looking, they get shut down by the whole place. There were also mini-armies of ranch hands which had a significant runaway slave percentage among them. There were more black Crackers than people realize. The times and situation lent to that.
