As Comey correctly noted, no prosecutor wants to argue that this shows some INTENTIONAL dissemination of classified email. There must be some rationally found presumption connecting the sending of the emails to INTENT. The trumpbots tried arguing "but she intentionally hit the send button," but that is not the intent at issue.

The dissenting FBI agents believe they have a pay to the Foundation to play with Hillary, which is an entirely different question than whether she intentionally disseminated classified matl on a private server. The DOJ last summer chose not to prosecute. The agents didn't like that decision. Comey sent his letter when agents threatened to quit.

Rock and a hard place. As a director, his job was to say "don't let the door hit you, and don't ask for references." But, had he done that, the political effect was the same as sending the letter. It would have been "what else does the FBI have." He tried to soft shoe it by saying "additional emails that may be relevant."

His mistake was trying to have it both ways. As a boss, you never, under any circumstances, let dissenting employees decide. If you do, you've lost credibility with them and YOUR bosses.

If Comey had the mother load, he would certainly have announced that he had significant information and the investigation was being reopened. What he did was a clear attempt to swing the election without releasing any information. Judging from the polls, it looks like he failed.

Again, all Comey told congress was that the FBI was investigating the emails to determine if they held any importance to the investigation. There was no reason to do this other than to effect the election results. Comey made it clear that he had no intent to release any other information before the election, so why issue the statement until he had information that is actually applicable? I suspect there will be an investigation of Comey's reason for issuing the statement without stating any supporting evidence.

BTW both sides have congratulated Comey when he issue favorable statements and criticized him when he issued unfavorable statements which goes to show that this is nothing but political bull shit which voters are certainly becoming aware.
