New Hampshire has a GOP governor and state legislature, if they gerrymandered it for the Dems take it up with them. Rhode Island has two districts and was a D+21 state when last redistricted, yet still has a competitive district. Massachusetts would require a creative gerrymander to figure out how to even draw a GOP-leaning seat since no county in the state has a GOP majority.
