Why would a special counsel need to be appointed if Trump was President?

Preemptive pardons don’t specify crimes. That’s the point. He is going to claim that the left will come after him and his family and will then pardon himself and everybody else. He is one of the most crooked humans I’ve ever seen so I’m sure there will be plenty of potential legal cases

I understand that Trumps last defense against impeachment is going to be proving that there was legit corruption with the Biden/Ukraine situation. Problem is there is no evidence of laws being broken and this is a thing of the past that was out in the open.
