Yep. He broke the rules, he was penalized for breaking the rules, so rather than adhere to the penalty, he is stonewalling everything until everyone else cancels the penalty for his breaking the rules.

Baloney. It's 21st century appeasement. They need a system to override, or remove his veto power, before people relying on that money freeze to death.
