There were before the war countless NGOs in Gaza and throughout the West Bank assisting the Palestinians with their daily needs and offering them every opportunity to migrate if they chose to. There are large Palestinian populations in Europe, Latin America, the USA, the UK, and other Arab countries as well. Practically all of Jordan is Palestinian. There are Palestinians in Lebanon and Syria as well. Most Palestinians don't want to leave Palestine, hence why they're still there.
