Why don’t cities in South America or Africa have this^ …heck many American cities(used to be great) don’t have what we see above.

Cultural. China (at least the Han) Korea, Japan, places like that (Singapore being Chinese) they put a lot of effort into education, into working hard, into doing as they're told.
