How can we strengthen the US Dollar?

Stop printing money via QE^Infinity.

The major developed countries are in a war to deflate their own currencies, so the dollar will likely strenghthen (relatively) while the debasement spiral is underway.

QE isn't "printing money". It's basically a glorified asset swap. All the FED is doing is changing the composition of the financial assets held by the public.

The world knows we do this, so it devalues the dollar.

The US doesn't 'borrow' money if we view this from the consolidated government model. Technically, since the US is monetarily sovereign, it's the monopoly issuer of the dollar. It doesn't borrow that which it freely creates. Money creation is essentially ex-nihilo under our fiat system.

Sure, the Chinese, the Japanese, etc purchase Treasuries. How did they purchase said bonds? They purchased them with dollars in their reserve accounts over at the FED. The point is, those bonds were bought with dollars that were spent into existence by government at some point.

Also, an increase in the money supply isn't always inflationary. And in the world of floating exchange rates, I don't see why you care how many Euros or Sterling you get for a dollar. If you reside in the US, the national unit of account is the dollar - all assets, debts, and tax liabilities are denominated in dollars.
