I highly doubt on my better informed on the issue. I've just been reading and making observations. On the bill, they included paying the NG on the border now. Which means the bill will use the Treasury to pay them. I believe they are being paid by Texas now and are using part of the DOT budget as well.
Well, one of use must be more curious than the other. I looked the bill up on Thomas...its HR5230. Here is the bit on the NG funds as it appears in the bill verbatim:
National Guard Personnel, Army
For an additional amount for `National Guard Personnel, Army', $12,419,000, to remain available until September 30, 2015, for necessary expenses related to the Southwest Border of the United States.
National Guard Personnel, Air Force
For an additional amount for `National Guard Personnel, Air Force', $2,258,000, to remain available until September 30, 2015, for necessary expenses related to the Southwest Border of the United States.
OPERATION AND MAINTENANCE
Operation and Maintenance, Army National Guard
For an additional amount for `Operation and Maintenance, Army National Guard', $15,807,000, to remain available until September 30, 2015, for necessary expenses related to the Southwest Border of the United States.
Operation and Maintenance, Air National Guard
For an additional amount for `Operation and Maintenance, Air National Guard', $4,516,000, to remain available until September 30, 2015, for necessary expenses related to the Southwest Border of the United States.
That gift comes to $35 million of US taxpayer largess that the House GOP wanted to give Texas "Grandstand" Perry. That's the same GOP Congress folks who have been propagandizing about reducing expenditures to reduce the deficit.
It was written as a supplemental budget item, not as Federal assistance for a Federalized Guard; that would run afoul of the separation of powers. Only the President can Federalize a States' Guard. One can clearly read from the bill's text, the funds are not intended for an emergency. It's nothing more that another GOP hackneyed political stunt and nose thumbing at the President by the children in charge of the US House of Reps.
After reading that piece of shit bill, there is a lot more I could say, but this editor ate my previous lengthy reply to this post, and my eyes and two fingers need a rest.
