House passes tough immigration bill

Why not a amnesty for the illegals that can be proven to of worked for over 5 years in this country. Sure, deport the rest.

How about we give them all, let's be generous here, say a year to self deport and they can take all their stuff with them. If they are caught here after that time, send them home with nothing and we can sell their stuff to pay for the ticket. After all everything they have is the result of an ongoing criminal enterprise.
 
That would take deeper research. Not sure on that one. However I do know from a previous thread that Texas has raised about 800 Million Dollars from the State Legislature to attempt to protect the border. In that issue, from a previous thread, 1200 illegals a day into Texas. 25% are children, 25% have criminal records.

I read the comments of Rick Perry which basically stated he was so disgusted with the detainment facilities of the children that he felt Texas should act to improve these conditions. Which is why he is currently building tent cities in an attempt to change the conditions of the illegals until deportation via ICE. Texas is paying for this and the NG at this time. They've been raising funds via the state legislature for many years now.

Oh, OK! I was just wondering how the US House was going to Federalize the Texas Army NG (TANG) in the bill to pay for their contribution on the Border from the US Treasury. That explains it then...maybe.

So the funds are not going to come from the Treasury, but the House bill is somehow going to require/force Texas to pay the TANG troops who will be under Federal control. So, in other words, the House is going to Federalize the TANG and the TANG troops will be paid by Texas. But with the House exercising an authority which is the sole prerogative of the President, isn't that obliterating the doctrine of separation of powers? How does the bill get around that obstacle?

Which means the bill will use the Treasury to pay them. I believe they are being paid by Texas now and are using part of the DOT budget as well.

Well, one of use must be more curious than the other. I looked the bill up on Thomas...its HR5230. Here is the bit on the NG funds as it appears in the bill verbatim:

National Guard Personnel, Army
For an additional amount for `National Guard Personnel, Army', $12,419,000, to remain available until September 30, 2015, for necessary expenses related to the Southwest Border of the United States.

National Guard Personnel, Air Force
For an additional amount for `National Guard Personnel, Air Force', $2,258,000, to remain available until September 30, 2015, for necessary expenses related to the Southwest Border of the United States.

OPERATION AND MAINTENANCE

Operation and Maintenance, Army National Guard
For an additional amount for `Operation and Maintenance, Army National Guard', $15,807,000, to remain available until September 30, 2015, for necessary expenses related to the Southwest Border of the United States.

Operation and Maintenance, Air National Guard
For an additional amount for `Operation and Maintenance, Air National Guard', $4,516,000, to remain available until September 30, 2015, for necessary expenses related to the Southwest Border of the United States.

That gift comes to $35 million of US taxpayer largess that the House GOP wanted to give Texas "Grandstand" Perry. That's the same GOP Congress folks who have been propagandizing about reducing expenditures to reduce the deficit.

It was written as a supplemental budget item, not as Federal assistance for a Federalized Guard; that would run afoul of the separation of powers. Only the President can Federalize a States' Guard. One can clearly read from the bill's text, the funds are not intended for an emergency. It's nothing more that another GOP hackneyed political stunt and nose thumbing at the President by the children in charge of the US House of Reps.

After reading that piece of shit bill, there is a lot more I could say, but this editor ate my previous lengthy reply to this post, and my eyes and two fingers need a rest.

Your correct about that bill never getting onto the floor of the Senate, but then it was never intended to get there, was it? However, the purpose of the funds were never mentioned beyond, "...necessary expenses related to the Southwest Border of the United States. In Perry's emergency proclamation, he stated the Army and Air Guards, up to 1000 in number would be used PRIMARILY to assist the Texas Dept. of Public Safety (DPS) with enforcement matters.

Those matters dealing with illegal contraband trafficking (drugs, guns, etc.) by the Mexican gangs and drug cartels, apprehension of criminals crossing the border, et al. This was ostensibly to have the NG relieve the DPS to some extent from those duties so they might focus more attention on the influx of children from Central America by DPS's assistance to the US Border patrol dealing with that relatively new aspect. You can see and hear Perry make his July 21st Proclamation address here:

This problem goes back well over thirty years, and has continued relatively unabated, discounting the usual peaks and valleys on the curve. Reagan's 1985 solution was nothing but a band aid and not the panacea it was hailed to be at the time. The record speaks to that loudly! It will take people in the legislative branch with calm dispositions and a real desire to find common ground to ever hammer out an immigration bill that works. The political shenanigans of the last two decades will never work toward that end!

Again, The Democrats shut down anything happening in Congress. Harry (Howdy Doody) Reid. They then turn around and call the House "do nothing" and the American people fall for the bullshit.

I like what Perry is doing. Put the Guard on the border - deputize them as Texas Rangers and give them arrest powers.

Bottom line? Until that funnel is closed down there, we are wasting our time - time that we don't have. If you have to put 300 garrisons down there to stop this BS - do it. Make it so damned hard to get across that they finally give up - as it becomes too expensive.

I agree with Perry on putting the NG on the boarder as deputy Rangers.
