I don't really think it should be "monitored" or "made transparent". But we can promote it. For one, we could stop pretending it's some kind of civic duty to vote. Instead of all the brain-dead campaigns insisting that everyone should vote, how about encouraging people to educate themselves before they pollute the election process with more ignorance.How is it achieved, monitored, and made transparent to the public?
