Traditionally, Defense Dept places orders with defense contractors to the lowest bidder.

During WWII, Ford was told it could not produce autos even if they could make more money. Ford had to convert to aircraft. They were told what to produce, what raw materials they could have, who they could hire, what they could pay, how much profit they could make.
