You don't fish from a boat full of packages and fuel barrels. You don't need 4 outboard motors to go fishing and beyond that, there were no fisherman on board. That being said, they have caught fishing vessels with hidden compartments, cargo ships with drugs concealed in containers and even hulls. Yachts, sailboats have also been caught with drugs.

Because they are heavily armed and it would become a shoot out. They know where the drugs are coming from, they know the drugs are on board. It's safer for our troops just to blow them out of the water.

All that being said, those boats are mostly all carrying Cocaine which is probably full of nasty chemicals they use to make the shit. My solution is to just move toward legalizing it. Maybe start by making coca leaves legal.
