I was in the Army and Reserves for 11 years... and what they taught us was that if you fire full auto, you fire in 3-5 round bursts. Otherwise you lose accuracy.
I'm sure he could have fired 700 rounds per minute, if he had 700 rounds available, and didn't bother aiming at his targets.
It's pretty clear he was firing a bump stock.
Speculation now is that the weapon was either a Kel-Tec Sub 2000 or a Kel-Tec SU-16. They're not built on the AR platform. As far as I know, there was never a bumpfire stock manufactured that fit those rifles.
In fact, in some of his social media posts, a Kel-Tec box is seen on the floor...
