That's apparently packing-grade foam, instead of the flame retardant foam actually used in businesses and homes (judging by how it reacts to a simple spark). And that is why the bar owners are about to go to prison for a very long time.
Yes looks like a safety issue and some people will be in court, did you hear about another inferno that burned 25 people alive on New Years eve in a Hotel and Cafe in the Kherson region of Ukraine? that was caused by a Ukrainian terrorist attack using a drone armed with incendiary fuel.
It's a pity no one went to prison over this outrage, the criminal contractors and the bastards who signed the job off should be in jail they may as well have soaked the building in petrol.
