You should really see this. I think the most shocking part of the whole thing was how they made more laws and enforced them only in certain areas which doubled the number of people behind bars every decade since the 1960's. It went from a little over a million and turned into 2 million plus during the 90's.
Thats a million extra people missing from communities often times on minor offenses that wouldnt be a problem if only you had enough money to pay for freedom
