The very comment that people don't need guns for personal safety illustrates the absolute desire for these Overlords to have citizens dependent. Any interview you ever see a Canadian police chief involved in, they are ALWAYS in uniform, never in a suit and tie. They don't want you to look at them as regular, professional citizens, they want you to look at them as a Moscow Police Chief would "I am the boss and always in uniform always prepared to deal wth you!"
