As always, you can't put up a post without telling a lie. When Arafaat launched the second intifada, Israel had offered all of Gaza and 93% of Judea and Samaria and the Palestinian negotiators had made a counter offer of that gave Israel 3.1% of Judea and Samaria and a 1 to 1 swap of land in Judea and Samaria for land in pre 1967 Israel. That's where negotiations were when Arafat ended the peace negotiations and the possibility of a Palestinians state.
No one knows if Arafat ever intended to make peace with Israel, but in 2000 he clearly didn't have enough support from the Palestinian people to sign a peace agreement as the Palestinians' own poll showed.
