It truly has a very complex origin that combines ancient Celtic pagan holiday of the end of the harvest and the beginning of the the winter. This is later added by the Romans as a day to honor the dead

Then the Catholic Church cemented it as a day to honor their Saints

The Americans made it a mass commercial holiday for kids !!

Candy or sweets were originally given to appease wandering spirits then later the Christians used it as a payment to the poor if they would give a pray to their dead

Costumes were used to trick the spirits that you were a different person and later used for more social play
 
This is not a harvest festival, this is Samhain, an analogue of Jupiter and Zeus, a thunderer. The horned god of witches, the good god who drives out the wicked old woman in winter, in Asia and America shamanism comes from the same source. Samhain comes from Asia, it is the god of the Aryans
