The main purpose of the Constitution is to outline the rights that the citizens have OVER the Government. You need to get back to Junior High civics class.

It is not till you get to the “Amendments” to the Constitution that you get to the rights of citizens
And those "rights" are to limit the Governments powers

The original document, prior to amendment, established a Government, but the MAIN PURPOSE is to LIMIT what the GOVERNMENT can do to THE PEOPLE.
