Tats, piercings, "purple hair", etc. are clear and sure clues these are not people who will deal with the public in a civil and helpful manner, nor be productive workers worth their wages.
We may need reform work establishments to rehabilitate such, unless we just exile them somewhere that they only harm themselves and similar.
