Most Electoral college members are free to cast their votes any way they please, no mater how the popular vote came out. Some state can assess a fine for a member that doesn't vote as intended, but that is the extent of punishment for what is known as a faithless elector.

I doubt it, but that is what the law allows, and a perfectly legal possibility.
