The only countries that are real problems in central America are Honduras and El Salvador. Commonalities? MS-13 & 18th Street presence as well as US drug trafficking. Hmmm... Maybe if we secured our borders and cut drug trafficking business for these two gangs, they'd lose a lot of funding and their international empires will significantly weaken? Without the constant flow of money they're getting from drug trafficking, it's going to be far more difficult to fend off the Honduras and El Salvadorian central governments -- assuming these governments are in any way competent.

If anything, just significantly damage the funding of money to MS13 and 18th Street, then give the central governments support into destroying the gang presence. Problems solved in both countries; go back to bickering about abortion.
