The people running the local and state governments, who are also stockholders in large business chain stocks for the most part, get the people to believe and declare police are racists. Then the community and businesses under private ownership (residences and mom & pop stores) are put to the torch. The people who had residences and businesses there decide not to reinvest or rebuild and are left with the only their only choice and that is to sell at a loss. Then the people who own stocks in the large businesses, who also run the city government, can move in ten to twenty years later after they have all that property cheap and put up their big chain stores in the name of progress.

Millions, if not billions, of dollars to be saved and made and all the people in charge of government have to do is tell the police to stand down and look the other way.
