Germany: Regime does not stop illegal intelligence activity but allows it with new law

In good old tradition, the German regime solves problems by legalizing them. For example, when it came out that the amount of toxic substances in vegetables and fruits was significantly above the allowed, the regime simply increased the allowed amount.
Now it was made public that the delivery of intel to the Americans is illegal and the regime legalized it in response. It is about Internet espionage. Similar to the NSA, the German foreign intelligence service BND monitors Internet communication. In the course of the new law, the BND is no longer restricted to monitor "only" 20 % of the communication but can now monitor all of it. It promises that only foreigners are observed but experts say, it is not possible to determine whether the targeted data comes from a German user or a foreigner.
Germany and the US have a deal that Germany delivers all data requested in exchange for an espionage software called XKeyscore.
