I don't know about that, though there are symptoms (that's a different discussion), but I do know from experience that five feet is still too close.

Distances are largely meaningless when fires are driven by winds over 60 mph.

I suspect they will try to take the land for them.

It will be easy to take that land. The Coastal Commission will just tell the owners that their application for a permit will be reviewed in 3 years. What was surprising is that Newsom had the plans for this huge development while the fires were still growing. It doesn't take an afternoon to produce those plans. They were written and waiting.

No need to be concerned with California wildfires as Newsome and the leftists are on the job.

Fire equipment sits unused in disrepair, reservoirs are empy and “recovery consultants” make outrageous salaries for 3 months of work, all to tell you not to plant daffodils within five feet of your house.

Newsom, who has lagged far behind his goals on wildfire prevention, appeared on CNN to tell homeowners that “you can’t rebuild the same,” and that residents would have to rebuild according to “science” and “climate reality.”
Yes, let's build the homes out of wood but don't have any plants around the house which could catch fire.
 
This kinda reminds me of California banning plastic straws....Yeppers... that will fix everything! Oh, and remember it was a criminal offense (literally) for a waitress to bring you a drink with a straw if you had not specifically requested one. How many "government officials" will be out with their tape measures, checking on how close your daffodils are to your home? Of course letting the water flow into California was simply an impossibility..until Trump made it happen instantly.
 
I got a ticket in California because I parked my cars front wheel 19 inches from the curb in direct violation of the law that required no more than 18 inches. My neighbor's car had a low front pumper and would scrape into the sidewalk...she got three parking tickets in one week for the same offense . But hey, I think it was only about a $150 fine. Never mind that this was an extremely wide street in a residential area.
