1) there was a worldwide pandemic that caused gasoline prices to rise WORLDWIDE, meaning that Biden had no personal fault in that.

2) Russia invaded Ukraine and Biden stopped importing Oil from Russia, that did cause a small increase in gasoline prices in the U.S., but to a small amount:
