The infractions were in the Executive branch. That means its up to Trump to put an end to it and up to Congress to put teeth into a law that will jail those who have misused their authority in this way.

Atkinson’s investigation helped trigger the first impeachment of Trump by advancing what he deemed a "credible" whistleblower complaint regarding a July 2019 phone call between the president and Ukrainian President Volodymyr Zelenskyy."

Impeachment can be used for not only breaking the law, but for incompetence.

Every president since Carter and after knew why you don't attack Iran. An attack would be worse than the OPEC embargo as Iran will close the straight and it will destroy the global economy.
