Apparently not. Google twice called it a 'google bomb', while maintaining it was unintentional. Therefore, it is possible, according to Google, a 'google bomb' can be unintentional.

Pretty sure the people at Google can be trusted more than you as to what constitutes a Google bomb.

but, if you go to googleimages.com and type it in, you still go to the pages of the completely wrong candidate.

You also missed the point that I was not arguing anything.

Google defined it as a bomb, regardless of how it happened.
