It wasn't just a plea, but rather a plea deal by which he entered into a legal contract not just to fully cooperate with Mueller's investigation, but also any current or future investigations by any law enforcement agency that might find his info relevant, from mall cops on up to feds.

As any fool knows, a person doesnt have to sign such a contract simply to plead guilty to a crime.
