Correct, it's the weighted tabulation feature that uses a linear transfer algorithm to cut off votes for a candidate once the votes exceed the programmed ratio, and transfers them to the other candidate. The user error could come in the form of how those ratios are programmed in the software. This was all discussed before Congress in 2018, where computer forensic experts testified that Minor Adjustments to the software could do exactly this. Transfer votes from one candidate to the other once certain thresholds were reached.
It would appear that cutoff (if it were to exist) must be higher than 86%.
One county in Georgia has already completed their recount. Bacon County in southeast Georgia said that the results of their recount matched the initial vote tally. The county is heavily Republican and went 86% to 14% for President Donald Trump. Trump got 4,018 votes and Biden got 625.

It was I believe a Michigan County election official that noted the "glitch" and reported the 6000 votes were switched, and that was verified, therefore to claim it didn't happen and to buy the Dominion voter systems Company excuses and strange denial is even more suspicious.
1)news broadcasts sometimes have to play ball with these stories if a)being threatened b) being asked to cease or face law suits or most likely in this case c) so many politicians are involved and because of the company and their lobbying, they have too nany friends in high places, the politicians that own shares as do capitalization corps that support Fox in ads or execs could have interest in burrying the story and letting the investigators and lawyers handle it.
2)can't discuss on air because investigators asked to squelch it as to not harm prosecution of the case.
3)like 2 it risks obstructing justice.
4)strategy not figured out yet till it becomes clear.

Yup and from what I've read none of those machines were certified and all machines used in the election are supposed to be certified. Grounds for a new election??
MIT is currently looking at those machines and I'm very interested to find out what they will find out.
