What then do you consider to be religion? What would be the attributes of a religion?

I would say at least these two things:

1) A system of ethics endorsed by the religion--i.e the religions morality

2)A philosophical view of the world characterized by the religion. The reason for this is for the follower to figure out what is "moral" in terms of the religion, if the action to take is not explicitly described in the religions code of morality.
