No, no it's not normal at all for a business to operate on 75 percent....well normal for failed businesses.
Nobody has to work 8 to 10 hours a day, but if you are only working 6, you get paid for working 6, not paid for 8hrs, while only working 6 hours.
Thats the sort of waste and abuse that needs to be cleaned up, and is completely inefficient.
