From what I've read the tariff on Mexican tomatoes doesn't go into effect until mid-July. According to the OP linked article Mexico is flooding the market before the tariff hits.

Here in Arizona there is a "produce rescue" business that takes produce the MEXICANS GIVE AWAY. The company cleans the produce and sells in bulk for 20 bucks to anyone. They ALWAYS have tons of tomatoes. Outside of spaghetti sauce and ketchup companies, tomatoes don't sell.
