Dems are big proponents on incentivising EV's. This proposal does THE OPPOSITE.
Why should any governmental agency incentivize EVs? Is the electricity to recharge them free? Can the grid stand all that recharging? Who will pay for the extra generating capacity that will be required is we all drive electric cars? The battery technology does not support this idea at this time. The lithium required to make the batteries is mined by child slave labor in Aftica and China. Are you for child slave labor? Are you for making us all dependent on China? You libs never think anything all the way through. your defective gene is working full time.

But to most of it the answer is these things don't happen overnight and market/infrustructure adjusts as tech becomes more popular.

Their factories do. Just ask Bill Gates, who got $300 million in cash to build a battery plant in Manchkin's district, dumbass. Tesla has been subsidized by both the Feds and the state of Califonia, and is getting subsidies from Texas as well; so is every other company jumping into the game.

States would record your mileage when you renew your registration. Won’t take any new people

Problem with that is that it does away with pay-as-you go for taxation at the point of consumption with an annual bill for total consumption retroactive in time.

For example, let me use Virginia. The State gas tax is $0.28 per gallon. At 25 miles to the gallon that is 0.28/25 = 0.0112 cents per mile. For a person that drives 15,000 miles per year that would be 0.0112 * 15,000 = $168 a year. We register vehicle here every two years so $168 * 2 = $336.

People are not going to be happy with:
  • Not knowing what their registration fee will be until they actually go to re-register, get the mileage determination, then find out what the fee is, and
  • Secondly getting this multi-hundred dollars of additional dollars all at the same time.
Basically you are driving for free, then playing catch up. I don't mind taxing EV consumption based on usage as a means of paying a fair share, but at registration renewal is not the way to do it.

Better off with something along the lines of:
  • Public charging stations adding a per kWh tax at time of purchase. Just like current gas station have the tax baked into the pump price, and
  • Home charging stations apply the same consumption tax for electricity used for the EV charging station and it just becomes a line item on the monthly utility bill. The utility company collects the consumption tax and passes it to the state just like other taxes/fees already collected.

I will say that the baseline rate for ICE, Hybrid, and EV's should be based on the same mileage rate. IMHO.

People have a rough idea of how many miles they drive in a year. In your case 15,000 miles a year or $168
I‘m sure arrangements can be made where you pay it quarterly or semiannually

In the mean time, they will get gas that is 28 cents cheaper.

So you want to setup a whole new mechanism for charging people retro active, then paying on a quarterly basis? So registration is renewed every 2 years. At that point you establish a baseline of $42 per quarter, or $84 per 1/2 year charged going forward for previous years driving habits. I'm assuming that for the past driving baseline if driving habits change then they would be rebated in the new mileage reading is below the previous past reading. Which means a mechanism to track and rebate. Now you have to then create a new billing process to actually charge the quarterly or semiannual bill.

Now account for:
  • Changes in driving habits,
  • Changes of vehciles (buy, sell, trade),
  • Changes in jobs/employment status (new job, retirement, etc.)

Waste of time.

Just charge the tax as you go as is done with current gas consumption for ICE vehicles. Simply bake the charge into the charging station.

They are doing this all over, in Illinois, they tried to charge them $1000.00 for their plate renewal, but ultimately settled on charging $500.00 for EV's, versus, $151.00 for everyone else.

California was the first state to impose a penalty on EV owners, levying a $100/yr fee on EVs in addition to regular registration fees starting back in 2020. This year, they increased it another $110.

It is not that difficult
If you anticipate you will drive 15,000 a year, you can set up a plan where you pay $42 a quarter
If you end up driving 16,000 a year, you make up the difference at the end of the year. if you only drove 14,000 you get a rebate or a credit.
 
why is it anyones business how man miles you drive or where you go. put a tax per kilowatt on recharging the EVs to make them pay their share of road expenses. How many new federal employees would have to be hired to track everyones mileage and send bills for taxes? ridiculous idea.

It is the only way to make sure people who drive EVs pay taxes for the upkeep of roads. Or would you rather they all get a free pass?
 
Seems only fair.

Last weekend we traveled to my mom's, stopped at a small burg to shop an antique store and at a Casey's they had a Tesla charging setup. Ten spaces, out of curiosity I asked the clerk if the Tesla site was used often. She told me she's seen like it used maybe 15 times in the last year

I just shook my head
