That's not the way I see it.
Hospitals are testing ALL incoming patients for COVID- regardless of what they show up for.
The reason is to segregate them from other patients if they are positive.
So many of the positive cases are just people coming to the hospital for gun shot wounds or breast augmentation, no symptoms of corona.
