What a Jerk You see nothing wrong with a LEGAL driver not being able to read; just go by signs? What about “ detour “ , “ road closed” etc etc If for some reason that driver is stopped ( referring to a legal resident) You don’t think it’s important that they know how to communicate?I have driven in Europe and did not speak the language.

A driver needs to know a STOP sign means stop
65 mph is the speed limit

They do not need to be able to read English

The level of fluency needed to read a road sign is not as high as needed to answer multiple choice questions

..... Have you ever travelled out of the USA? do you have passport even? does the prospect terrify you?
True. And if they can't pass the written test in English, they don't get a license. The law does not discriminate based on race or nationality or ...If a person is functionally illiterate and they luck their way through the written exam, they are not denied a chance to take the road test. If they pass, they get a license.
Also, there is no obligation for a native-born US citizen to speak English in the first place.
I speak several languages, but English is my L1.You speak Japanese so how you passed the US driver test I'll never know.
Skunkotare, Have you not noticed that Insurance firms do not charge more for driver's who are not native English speakers. If there was a higher accident risk for them, trust me the insurance firms would know about it.I speak several languages, but English is my L1.
