It does. Here's an example:

On July 18, Arizona had 2,730 deaths. On August 1st, Arizona had 3,747 deaths.

On July 18, Arizona's death rate was 375 per million people. On August 1st, Arizona's death rate was 515 per million people.

That's an increase of 140 per million people in the last two weeks. Run the same calculations with the other states and you will see that Arizona's death rate is increasing the fastest right now.

You really should check yourself before making mistakes like this.

On July 18th, California had 7629 deaths On August 1st 9025.

That's 1396 deaths in California vs 1017 in Arizona.

It took less than 30 seconds to find a state with a higher death count over the same time period. Better luck next time.

On July 18, Arizona had 2,730 deaths. On August 1st, Arizona had 3,747 deaths.

On July 18, Arizona's death rate was 375 per million people. On August 1st, Arizona's death rate was 515 per million people.

That's an increase of 140 per million people in the last two weeks. Run the same calculations with the other states and you will see that Arizona's death rate is increasing the fastest right now.

The calculation I'm using is death rate. All state's death rates only go up. The calculation I'm doing compares which ones are rising faster. As I've shown, Arizona's death rate is rising the fastest.

If they only had one death in a month, then their death rate would go up very little. It wouldn't even go up by +1. If that were the case, then their death rate wouldn't be rising faster than everyone else. All other states have a higher increase in their death rate than +1. That would make them the slowest rising death rate if only one person died in a month.
