Didn’t you know all those in the cities know everything comes from the supermarket. There is no need of farmers or farms.
Why would they need things to help with planting? Supermarkets supply all they need

The only background here is that the railroads are short-staffed and facing high demand for their services both at the same time so they are throttling the volume coming out of 3 dozen high-volume customers to balance things out until more workers can be trained and brought online.
 
Keeping fertilizer out of the hands of farmers is essential to Xiden's plan to keep food off the shelves, institute rationing and make the population even more subservient to their "betters" in the Democrat hierarchy. They get better results telling it to a stump.

Fertilizer is required to grow food.

We need food to survive.
