A driver's license alone can never be used to vote, and mail in ballots don't use driver's licenses at all.
The way a mail in ballot works is that you first register to vote, which checks your birth certificate, and then the ballot is mailed to you, which verifies your address.

In fact, since mail in voting is so much more secure, many states like OR have switched to main in voting only.
