I specifically reviewed the declassified document with Rob who brought it up as the supposed evidence - there was exactly NOTHING in it about Obama ordering anything.

Obama did order intelligence report on Russian meddling, there was NOTHING in that report about Trump collaborating with Russians. The only thing it said was that Russians were trying to electioneer against Clinton, to the benefit of Trump's campaign. A fact of bi-partisan findings that even Trump himself admitted:
