What if the ruler is sleepy joe or obama and is not a servant of God but punishes Christians

Does this imply a 'christian state' or 'christian rule' first?

Romans 13:3–4 (ESV):“For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer.”

No. The governing authorities in that particular chapter of Romans are not supposed to act in hostility toward Christians.
 
How odd ... why do you think the President is also head of the Church of the United States? ... and why do you think we have a State Religion? ...

Adultery is not a death penalty offense here ... in fact adultery is glorified on all the TV stations ... we're certainly not a Christian Nation if we tolerate extramarital sex ...

You shave your face and cut your hair ... to be the image of your god ... is she some harlot down on Third Street? ... you watch too much TV is what I think ... why do you chose to look like a woman, besides TV ordering you to do so? ...
