A special counsel was appointed because Trump fired Comey. I think Trump got the message that he wasn't in control of the justice department.

Yep, he should have pressed for indicting Hillary. Then he could have impeached 3 times instead of just 2 for using the justice system to attack his political adversaries. Only the democrats are allowed to do that.
