I think it is a good idea that if government waste is actually cut, giving taxpayers a rebate just before the midterms with Trump's huge signature on the checks is a good idea, as long as we also save money in the process.

Technically, they don't really have any savings yet. Just indentifying the waste and stopping it doesn't save any money until after the fact if that money doesn't get spent the following year. So far, all we have exposed is wasteful money that has already been spent.
